Is there a law for temporary trespassing to put up fence panels when the neighbor is denying one access?

I would like to install a fence with fence panels, my neighbor denied us access to his property to fasten the panels, which takes about 2 Minutes per panel.

Your neighbor isn't legally obligated to let you access his property to install anything. If you want to build a fence on your property, you have a right to do so, but you do solely on your property. A polite neighbor might let you stand on his/her land to install your fence, but there is no right to do so. I am sure you can install a fence without stepping onto your neighbor's land.
