Does a landlord have right to have locksmith change locks without permission of currant tenant?

At the request of Landlord locks were changed by tenant. Because of a dispute relationship became very hostile. We do not want to give a copy of key to landlord at this point. Landlord gave us 24 hr notice that locksmith will be coming to change locks if key is not provided. Can tenant refuse to let locksmith and landlord change locks. 30 days notice to terminate month to month tenancy was given by landlord yesterday.

The landlord is entitled to have a key for emergencies, but he can't use it to come in whenever he wants. For a non-emergency, he would have to give reasonable notice, usually set forth in the lease, and have a legitimate reason, such as showing the property.

Yes. You have responsibility to provide landlord with a key.

Provide the keys to your landlord or you will be responsible for the cost to your landlord for re-keying the locks. If you don't, the cost can be taken out of your security deposit, if any. Remember, you do not own the property, you are merely renting it and your landlord has the legal right to enter the property for inspections, repair, maintenance, etc. after giving you reasonable notice. If you don't feel safe in the property, its probably time to find a new location.

Dear "Does a landlord have right?": Yes, the LL can arrange for a locksmith to change the locks if he doesn't have a key to his real property.
