You and/or the person who posted your bond could contact ICE about getting your bond refunded. You could contact ICE about getting your passport back. ICE might refuse, but it would not hurt to ask. These procedures might be facilitated by hiring an attorney.

Immigration Court has no jurisdiction to grant you PD. If you were granted by the Government, you do not get to get your bond money, no. Passport you may ask for. Whether you would get it, depends on your ability to charm the TA.

You may request the bond money back. The basis of the request is that you are no longer a flight risk. Ice may see its way clear to reducing or setting no bond for you at which point you may get the money back. Receiving prosecutorial discretion however does not entitle you to have your money return.
I agree that technically you are not entitled to get your bond money back because their is no final disposition of the case.
There are two ways that you may get your money back: A court order stating that you are no longer a flight risk or a court order dismissing the case.
Regarding your passport; you need to make a request at the office of general counsel Suite 100 in Orlando.
