I submitted a principal residence exemption affidavit to the city assessing department. I was denied because of the following.

{1. Owner does not occupy the property 2. The water has been shut off. 3. Front door is pad locked. 4. Surrounding neighbors say house is vacant.} I do not have another primary residence, the address is on my license, have it listed with the state as my primary residence. I am still doing repairs on the house and do not want a city inspection. I need the tax write off. How can I do this without having them inspect the house. I bought the house back in November 2012. Live in MI. House is being keep up, cut lawn ect.

You can dispute what they have said, if it is not true. If you are not truly residing there, however, and it sounds like you are not, then you cannot get the PRE. Ownership of the property is not enough. It sounds like you do not use the property as your principal residence. The law requires you occupy the property to receive the exemption. Therefore, you do not meet the statutory requirements to be granted the exemption.
