In the situation you have described, it is difficult to voluntarily surrender your parental rights if you are a biological parent with physical custody and the father does not want full physical custody. It's unlikely that you can place the child for adoption or foster parents which would be the only way you could give up your parental rights (and responsibilities). You may however, be able to petition Family Court to have the child designated as a Person In Need of Supervision (PINS). I have attached an informational link below. Child Protective Services or Social Services in your County can tell you more about this program and whether you and our son qualify and what benefits this may be to you. Good luck!

Contact CPS in your county and discuss a voluntary placement. A petition will to be filed in family court and the child will be placed in the custody of CPS. Hopefully, they can find a therapeutic foster home for him. Otherwise, he may be placed in an appropriate group setting. They will try to get him the appropriate services. You will have the obligation to visit him and plan with CPS toward his return to your care. Failure to plan may result in a petition to terminate your parental rights. Good luck.
