Can we sue the insurane comp or the association for not taking care off storm damage and preventing us from closing on a Condo?

It as been 4 months since storm. Now we have a buyer and siding is still not done. There was aslo damage to shingles that we have pictures of, but insurance company did not include that to the damage. Our realtor says we can't close on condo till all this is taken care of.

If the delay is being caused by the failure of the insurance company to pay a valid claim, then there may be a case.
