my PERM was applied more than 365 days and approved. I140 is not applied yet. Can i go for 1 year H1 extension just based on PERM applied 365 days before(approved) without I140 applied ?

Yes, your employer can file an extension on your behalf and if successful, you'll get a 1 year 7th year extension of your H-1B status.

If it was approved more than 365 days ago, it is gone. PERM approval is only available for 6 months. If it was approved less than 180 days ago, it is good and ready to be used as a basis for H1B extension.
