I just recently opened a collection agency business. I have created a name, registered the business, paid for surety bonds for the State of New Jersey. I mailed the original copy to the State of Treasurer of New Jersey with a $25 check. It's been two weeks and the check has not cleared. Can I start my business even though they have not cleared the check. I had my attorney sign the paperwork and review all documents and he gave me the ok to move forward, but since this attorney did not know much about the business I was in, I didn't want to take his advise unless I got a second opinion. This attorney stated he knew about the business when I spoke to him on the phone, but when I met him in person he wasn't able to give me any advise. I took that as a red flag and need a second opinion.

If you mailed via regular mail, then you need to contact the state to be sure they received everything. Speak with your lawyer to see if s/he has any additional information. Clearance of your check is not the test. Have you been properly registered with the state? if yes, then you can operate. If not, then you run the risk of incurring penalties for violation the regulations.
