I have locked gates. I want to see contractor's name, license, insurance information, their contract with the contractor and what he is applying to my side of fence ahead of time. My neighbor will not comply. Fence is on his side of lot line and my neighbor installed fence. He is having the man who is doing the staining keep calling and bothering us to be let in. Do I have to comply?

If it is the neighbor's fence, you still do not have to allow access through your property unless there is some sort of pre-existing easement. Do you feel you won't like the stain? Is there a reason the neighbor insists on staining your side? And most importantly, is it worth fighting your neighbor over this?

Since the fence is on his property, he can stain it as he wants to. Try to talk to him peacefully. He's your neighbor, you don't want any unnecessary tensions.

Even though the fences on your neighbors property, you are under no obligation to agree for his contractor to come onto your property to stain the fence. You really ought to try to come to some kind of an agreement concerning sustaining you're the fence. Why is it necessary or so important for you to require the contractor's name license insurance information and any contract? You are just setting yourself up for years of an unpleasant relationship with your neighbor.

I think what you're getting at is the contractor must stand on your property to stain the side facing you. You don't want this dude on your property without insurance and bond info. I wouldn't either. Call the Attorney General's office and tell them you suspect a scam because the guy won't produce his creds. Call the minimum housing inspectors office in Chicago and tell them a contractor wants to come onto your property todo work without your permission. You may not Griling out with the neighbor but the power structure will surely change.
