Where can I find a copy of my rights as a tenant?

landlord retracted a complaint made against me after I appealed it. He then told me that any complaint thereafter will be deemed as valid and will not be removed from my record. On the notice of complaint it states that I have a right to appeal any complaint, so therefore by him telling me that, it seems that the right to appeal is being taken from me. It should be noted that I do live in Section 8 Housing. I have a neighbor that is trying to get me evicted by filing false noise complaints (3 will get me evicted). I have informed him of this and that is why among a few other things that the first was retracted. I am a single mother in school and do not have a lot of money for an attorney, so I am trying to find my rights as a tenant to take with me to a meeting with my landlord.
