Does tube chop.com (and like services) violate YouTube's Terms of Service or copyright?

I am conscious of not violating copyright protections. I am putting some "free" training resources together for a project in my company. We are a small private, for profit business, but this will solely be for employee viewing-not money making.) I know I can embed the YouTube videos without risk, but I now want to "chop" various videos to only the parts I need (i.e. excerpt). The YouTube TOS (as I understand) allow you to do anything enabled within the service. YouTube has a feature for embedding a video that starts play at later point than its original, but it seems you have to use a third party service or code to generate an embed code to stop the video before its end as well. Are these third party services permissible--is what they do an authorized modification of the original video?

Interesting question. I think technically those are infringing clips because they fall outside the YouTube TOS and thus are not licensed by YouTube. However, since YouTube allow front clipping, it is very doubtful they would prohibit rear clipping. It is likely a technical not a legal restriction, so if you have software that will clip the end then I think YouTube is not going to object. If you want to know for sure, I would suggest you send a question to YouTube support so that they can, hopefully, confirm that they do not object.
