hi, i am filing a I-130 petition for my father. he has married another woman and has a child. Will he need to file a green card petition for them once he gets his Green Card? Or can I include my step mother and step brother in his application?

Assuming you are a US citizen, you can apply for your stepmother and stepbrother. Definitely consult with an immigration attorney to understand the procedure, and especially for your stepbrother, the timelines.
