What are the child abduction laws in Illinois?

A friend of mine tried to file an order of protection against her boyfriend because he was threatening to take their 10 month old son out of the state to live in Michigan. The judge denied the order stating that because he had signed the paternity papers at the time of the baby's birth, he was legally allowed to leave town with the child and there was nothing that could be done about it. I find this hard to believe since one of the definitions of child abduction was keeping the child from the mother "even where paternity has been established and no custody orders have been entered." She cannot afford an attorney and needs to know what her legal options are in order to keep her son safe (he has been known to spank the infant in the past, and I fear it getting worse as he gets older).

has a nice collection of Pro Bono attorney's she may want to consider. In addition, she can contact her local bar association for a list of attorney's that offer pro bono services or a legal aid agency.
