What is the difference between H1b denial and Change of status denial.?

My friend applied for H1b and currently on F1 visa and filed for H1b. The H1b petition is denied and also the notice says change of status is also denied. What does it mean? Can he stay in this country or has to return. He is currently studying and attending classes.

This means that the H1B petition filed by the employer has been denied and consequently, the applicant's request to change status in the U.S. from F1 to H1B has also been denied. If he continues to study in the U.S. then he can remain on F1.

Attorney Borja has done a great job explaining the distinctions between the denials and how your case was decided.
