Hi,
My fiancee and I have been living together for over a year now and we would like to have a destination wedding in France in March 2015. He is on H1B (Indian citizen) and I am a U.S citizen. What is the process we need to do in order for us to have a civil ceremony here and he will be able to travel to our destination wedding without any issues when coming back to the states. He recently renewed his Indian passport and it has not been stamped in India yet.
This will be tricky, but possible.
1. Get a marriage license http://www.kingcounty.gov/courts/marriage.aspx
2. Find an off-duty judge to do the ceremony (ask for a list from the recorder's office)
3. File a 'one-step' and request an EAD/AP combo card
4. Go to France
5. Return to the US & complete the process with an interview in Seattle.

PS You may want to consult with an attorney to learn more about the 'do-it-yourself' process. Many of us use Skype for this type of educational meeting.
You need to get a marriage license. Go to website for King County and look under licenses. Then you get married, and your fiancée remains in the US while you prepare and file a petition and adjustment of status packet including advance parole. Your fiancée cannot leave before getting advance parole. I highly recommend working with an experienced immigration lawyer.
