There is no prohibition on taking steps to initiate a business in the USA (e.g., register/incorporate) without having work authorization; however, you wouldn't be permitted to work for the business until you have work authorization from DHS. Once you have work authorization you can get a social security number.

To obtain a SSN you will need to first have obtained and employment authorization card (EAD). As an asylum applicant you have the legal right to apply for an EAD after 150 days, but if you really apply then, I can guarantee your EAD application will be rejected/denied, due to one imbecilic asylum "clock" issue/technicality or the other. Best to wait for 180 days before applying for the EAD, you will then be (almost) sure of getting it approved.
With the EAD in your hand you can walk to the nearest SSA office and apply for an SSN number. You will be issued a SSN on the spot. With a SSN you will aso be able to walk into the DMV office and apply for a CA ID or driver's license. You will be able to purchase your business or shop. Don't worry!
Please apply for a work permit 180 days after filing your asylum application. Once you receive your work permit, go to the social security administration and apply for your social security card/number.
