What is the process to file for concurrent, part-time H1B visa's? How complicated is it, what is the timeline, and how much?

I currently have a part-time H1B sponsorship from Company A and Company B wants to hire me on a part-time, contract basis for the next 3 months. I know it is possible to have two, concurrent H1-B visa's, but I am curious to know more about the process and what it entails (ie. is it just filing some paperwork, or is the process laborious?), and how long it normally takes? I need to give Company B a sense of what the process is like and what requirements are involved..

You cannot work as a contractor; part time or full time, it does not matter

Your prospective employer will need to offer you a position as an employee and not as contract labor. The best advice you can give the prospective employer is to retain an experienced attorney to file for the H-1B status. You may want to print out the instructions to the FORM -129H to familiarize yourself with the process.

You must be an employee of the company to hold valid H-1B status.
