The I-864 is required for the family-based green card or immigrant visa application. If your wife lives with you in Dubai, she needs to sign the I-864 and prove that she will reestablish her residence. You will need an attorney for this. Additionally, you will need a co-sponsor. A co-sponsor is a U.S. Citizen or Lawful Permanent Resident who resides in the U.S.
If your wife has assets instead of income, she may be eligible to sponsor you without a co-sponsor. Do consult an immigration attorney.

What is your wife's status in the U.S.? Is she a citizen or an LPR? If she is a citizen or still an LPR, she has to file an I-864 if she petitions for you, no exception, unless you yourself meet some very strict requirements that from your question do not seem to apply but which you could discuss with an immigration attorney, if you wish. Otherwise, she has to submit an I-864 and if her assetts or income are not enough, will need to get a joint sponsor. On another note, if your wife is only an LPR, she needs to be careful about her time living overseas as she may face an issue of abandonement of residence.
