my wife and I have been married 10 months now. We are trying to find a way to have me get to her as soon as possible. I previously tried a year before marriage for a non-immigrant visa but got denied due to lack of ties to my country. I heard that she can file the I-130 Which through that process will take from 8 months to a year but I heard of another visa that she could apply for that could get me there sooner before filing and I can be with her before we start the I-130. What is the name and cost of this visa? Is the paper work for this visa lengthy and also how soon could I get that particular visa and would my denial for a non-immigrant visa 2 and a half years ago affect my application process?

Really she needs to have a conversation with an immigration attorney. You are right that you start with the I-130 and its related forms and the documentation and evidence that you have a real marriage. Because you have been apart for so long, your lawyer might make some suggestions to make the process safer. Your non-immigrant denial won't matter. Don't be tempted to try again - you could end up with a 5 year ban. Good luck

The I-130 may be the best way to move forward but I would suggest suggest that your wife speaks and works with an Immigration Attorney to help you prepare the best application possible.
