Are there any laws against paying someone else's bills. Payments made direct to companies owed. Also any tax liabilities?

I'm considering starting a not for profit that would help people get out of debt. To my limited knowledge you can give up to $20,000 to a single person in a year with no tax liability to either party. Payments from the company would be to companies owed only to prevent scams. Interested if there are any laws or tax liabilities that would prohibit this.
The answer to your question as to whether there are "any laws against paying someone else's bills" is no, can I send you some of mine?
But, seriously, if you are inquiring about debt reduction or counselling, and in order to establish a non profit entity, you need to retain counsel in your jurisdiction regarding establishment of a non profit.
