Abuse of process by the city

We bought a downtown homeless area building. The city cannot control their homeless. Now, the city is penalizing ME property owner hefty 1029 for someone dumping trash, possibly homeless, on my driveway. They never notified us in accordance prior with the code. They went in to court to lie on their affidavit to say we did nothing to get a emergency abatement nuisance warrant. But we did a major cleanup just before they applied for this warrant and THEY and us have all time stamped photos to prove. I am guessing the inspector is playing games after I went in to confront his superiors and now he wants to meet me why don't he write. I am disgusted and I do not wish to see them. What should I do. They said if we do not pay they put a lien on the property.

did they get a judgment against you in court or through some administrative process? that is the first thing you need to tell me before I can give you good advice.

You need to dispute the citation and go through the city's administrative process. If you did not violate the ordinance for which you are cited and can establish that, you should be able to avoid the citation and the penalty. If this has already gone through an administrative or court process and you lost, then you may be able to appeal. What to do will depend on the what has been done so far. Take everything to a local attorney for review. Without seeing everything, it would be basically impossible to advise you.
