I was in a car accident the car in front of me stopped suddenly on the PKWY i was able to stop but the car behind me didn't so he hit me into the car in front of me. I received the accident report today and under the guy that hit me it has a ticket/arrest number and violations 5091. What is That?

You are probably referring to Vehicle and Traffic Law (VTL 509.1). Basically it states that no person may operate a motor vehicle without a license. The other driver may have been unlicensed at the time of the accident. Unfortunately, this probably won't change the fact that you hit the person from the rear. Good luck.
