I am being sued in General District court for unpaid wages, all wages had been paid. He file his bill of particulars to the court but never delivered a copy to me. I want to file a motion to dismiss, or dismiss evidence from the case.

Most judges in northern Virginia will not penalize the plaintiff who represents himself for not sending you a copy. The Court cares most about filing the BoP at the courthouse. If you are delayed in answering because of the failure to send you a copy the court *might* grant you a little extra time to file a response. It sounds like you are reaching the point in your case where you need an attorney's help.
