Can I get my driver's permit if my parents are illegal immigrants?

I am a legal citizen however my parents are illegal immigrants and only have a California driver license from when we lived there and can't get an Ohio license due to them being illegal, would I still be able to get my driver's permit even if my parents don't have an Ohio license?
