The tattoo is located between her shoulder and Brest and she took my daughter to a unlicensed guy in Ohio to get it done and they tried to hide it from me

It may matter if she has sole legal custody or if you had joint legal custody. Such decisions should be made by the person with legal custody. If she did it behind your back and you have joint legal custody, the judge may find that violates your agreement. As far as what to do at this point, probably nothing.
