Do I need to file a counter suit at the time I file my answer to summons if I have a case against the plaintiff myself?

I am being sued by a debt collector. My written request for validation of debt did not produce any documentation a court would even consider. They pretty much responded with the same generic information they presented in their complaint. On the other hand, I had been receiving for months what I suspect were robo-calls from this debt collector, given the fact that the calls were 3-4 seconds long, the amount of time it takes for my voice mail to kick in. By the way, they never left a voice message and I had never received correspondence from this debt collector until the day I came home to the summons they had tactlessly and carelessly left pinned on my storm door. What are my options?

Yes. Answer, Special Defenses and Counterclaims are usually filed together. I would review the case for a possible Fair Debt Collection Practices Act claim.
