I was crossing the street and then a car comes speeding down the street with no intentions of stopping so I stepped back. I look at the driver and passenger and they are both laughing.
You were not hit, so there are no damages to pursue. This is really a personal injury question, not land use and zoning, so I am changing the category.
Interesting question. Since you were not hit by the car, which is a very good thing, you likely have very small damages. If you have any interest in pursuing an action, you can always go to small claims court. However, I think this falls in the category of lousy neighbors and big city living.

Are there existing problems/tensions between you and this neighbor? Is there a posted speed limit that he was breaking? It sounds like very reckless driving, and unless you can show he was intentionally doing it to try to hit you or harass you, which would be very hard to prove, there's not much to do. But keep an eye out, keep note of anything similar he does, and maybe find out if he behaves like this with other neighbors.

Though you have no real basis for a personal injury claim, I'd still call the police or stop by the police station and report the guy so there is at least one record of him driving recklessly, before he strikes and injures someone else. EMR
