Can employer hire an attorney after submitting an appeal for H1b denial?

My H1b is denied. My employer files an appeal by selecting the checkbox to provide supporting documents within 30 days. He did that because there was very less time left to file appeal after getting denial notice. But now he would need legal explanation to reply the denial. Is it possible to change the representation and transfer it to an attorney? If yes, what is the procedure?

Yes, the employer can hire an attorney now. But, will probably be paying a premium for rush processing of the papers ... especially with the holidays still going on.

Appeal is usually submitted with a brief. If not the packet can be sent within 30 days. Seek a counsel.
