I am going to be meeting up with my childs biological father on the 10th of this month for an educational seminar prior to our custody case. He has dodged my attempts at sending him certified mail by giving me an incorrect address... He had 30 days to pay me for her expenses, the 30th day being Nov. 28th.... Is there any way I can just hand it to him or will I have to continue my attempts through certified mail?..

You can hand them to him, but then you should follow up by sending a second copy by certified mail or by constable. The second set is so you have documented proof that he received the documents and it doesn't become he said/she said. You need the independent documentation for court. All of this presumes there are no instructions on how to serve father with the receipts in your order.
