Hello,
My question is that who is eligible for filing a H 1 B visa? We have to hire an attorney or can we do it personally?

is an agent or a person who has no authority can file a H1B visa? or any Human Resource or Legal Departments agents or directors are eligible for filing?
Usually the company that is sponsoring you, has their retained Law Firm handle it, or that firm subs it out to one of us Immigration Attorneys in .
You raise a good question. For all other immigration related filings you are thinking of, contact an Immigration Attorney for guidance and direction.

The H-1B visa must be filed by the employer. Usually, the employer's human resource or legal department signs off on the petition, which is usually prepared by the immigration attorney. Consult with an immigration attorney regarding the process. Many offer free assessments via Skype or over the phone. Best of luck.
Agents can not file ... only the employer, or the employer's lawyer (either in-house, or out-sourced).
STAY AWAY from the NON-ATTORNEYS in HR .. in my experience the mess-up far to often.
