You can petition next day after you have your naturalization certificate in your hand if your mother was admitted (went through customs). You should hire a lawyer that would prepare the documents. If you cannot afford a lawyer the Internet and USCIS is s good resource but mistakes are costly and using a lawyer I believe is worth the piece of mind.

Being that your Mom is a ten year overstay, your Dad is in Columbia, and you are not a USC yet, I would seek a private and confidential consultation with an Immigration Attorney. That Attorney will advise you that they can fill out the entire Immigration Packet for your Mom before you Naturalize. The day after the attorney can file for your mom after getting a photo copy of your Natz certificate. After you finish those steps, then I would have the same attorney come up with a game plan to petition your Dad. Good luck. Frank Stanczak, Immigration Attorney

Good morning. You can petition for your mother anytime after you are sworn in as a US citizen. As to the forms, you will be able to do a "one step" I-130 (which will include an I-485 adjustment of status form, along with several more depending on some specific details). I recommend that you contact an immigration attorney for guidance. Done correctly, your mother should be able to avoid leaving the US while obtaining a green card. I hope this helps.

Hola y felicidades on becoming a United States Citizen. If your parents are in Colombia, the process could take anywhere from 10-12 months. If they are here in the Bay Area, I could get it in maybe 4 to 6 months. If you would like to speak further, I can be reached at 650.743.6296 or via email. Kindest regards, Gabriel D. The benefit is only for USCs immediate relatives. Talk to an immigration attorney.
