My son is living month to month. His lease expired in December 2014. He told the landlord almost a week ago and no one has come out. Landlord wants my son to pay for the exterminator.

First, what does your son's lease say? Does it allocate the cost of exterminating bedbugs to the tenant or to the landlord? If the lease is silent, Kentucky has no statute specifically addressing bedbugs other than the ordinary duty of a landlord to keep the premises in a fit and habitable condition. Tenants are under a duty as well to keep the premises clean and safe. Starting to see the problem? Who has the duty, who brought the bedbugs in? Kentucky has not weighed in on a state level. Some cities have started to take up the issue however. You should have your son contact an attorney specializing in landlord-tenant law where the apartment he is renting is located. It may also be simpler to see if your son and his landlord can reach a compromise and each foot part of the bill.
