What do to when a landlord does not enforce quiet enjoyment.

There are tenants above me who purposely make noise on the hardwood floors. They drag items across the floor daily and move furniture or equipment at odd hours of the day. They left their dog tied or boxed in something that the dog not only barked for 45mins in the morning but also made noises that sounded like it was trying to excess. I have wrote a letter to the tenants, spoke with them and they said they do not care to mediate the situation. i called the police and they can do nothing. The landlord is aware and has not handled the situation for the last 4mths. i recently recorded the tenants and the dog barking---it was so loud you can hear it upstairs downstairs and outside. Who can I get to call these people to push them to do their job? Onsite mgr does not want to get involved.

You can have an attorney write a letter to the LL and/or the violating tenant. A full consultation would be necessary to properly advise you.
