there are several issues going on here one of which may be speedy trial related but also in the ethics of the lawyer. Are you sure that it is a public defender who works for the Harris County Public Defender office or is it just appointed counsel?

It is possible, however, without looking into the case and knowing exactly what has occurred it is impossible to know this for certain. You may want to hire an attorney for him. Good Luck.

There are several issues that could be discussed here. Several things may be delaying his arraignment. Also, this alleged arraignment may have happened, but you may not have all of the information. Things in Harris County do tend to move faster than smaller, outside counties. The Speedy Trial idea is really theoretical - one can insist on a speedy trial, but must have a hearing to fully assert this right. The Judge has to agree to hold the hearing - which is also an uphill battle.
