I was engaged with the father of my kids who is now married with someone. We were 4 years in a relationship and had two kids together, unfortunately he had to leave to our country because he had a rape case filed against him. The case was still pending in our country. He successfully has child with the woman who allegedly charged him for a rape. After my second daughter was born. My ex never send me money for kids and just completely abandoned us. I started dating another and moved on with my life. Sometime in 2012 i contacted him and asked for money because my daughter was very sick and hospitalized for two days. He did not help me instead he told me that he will never going to support me.Now I am here in the states. how am I going to enforce a child support and full custody for my kids?

Of course you have the right to file for custody and child support. The problem is enforcement. It's not clear from your question - does he now live out of the country? Or is he living here? I would suggest you consult with an attorney where Dad lives to find out what your rights are there and what services are available to you for enforcing a support order. For advice on this issue, you may want to contact Child Support Services (CSSD) - http://www.childsup.ca.gov/default.aspx
