Last year a CS order was put in place. Since then I've lost 1/3 of my income due to a job change/loss of overtime. I have a new modification hearing soon. Can I be forced to pay ex attorney fees if I don't have an attorney?

The general rule is each side pays their own attorney's fees. This can be modified by contract or in certain situations where various statutes apply. A judge may also have discretion to award attorney's fees as an equitable remedy. I am not aware of any direct connection between someone being pro se and having to pay attorney's fees as a result.

In family law, attorney fees can be ordered pursuant to Family Code section 2030. Thus, if there is a disparity in income, you could be ordered to contribute to fees of the other party. The Court will assess child support first though and then analyze the income disparity.

I have received an award of attorney fees when the other side was pro se. It depends on the facts of the case.
