We were separated. My husband was coming by after dinner out with our guardian daughter and saw the police and ambulance and yellow crime scene tape all around the house because of an incident I was having. He didn't see me and panicked that something happened to me. He started heading to the house and police yelled for him to stop. He immediately put his hands up and stated he wasn't going to do anything. I believe there were 8 or 9 that grabbed him and beat him so bad the ambulance took him to the hospital.

You should contact a local attorney immediately. Statute of limitations vary but you may be running out of time. If you were in Michigan then I would definitely say you have a case

In Arizona, there are two important deadlines for claims against the government. 180 days (six months) to send the entity a Notice of Claim. One year to file a lawsuit. Your husband has missed both deadlines.
