we received the welcome letter last month and I paid the AOS fee,and it shows paid ,but the IV fee still deactivated and I couldn't select it to make payment also it shows 0 for IV FEE. can I submit all the financial documents and supporting documents before submitting form DS-260? because everything is ready just I can't make payment for IV fee and DS-260 doesn't show up for our case number. thank you

This is not uncommon. You should writeor email the NVC and explain the problem, they will reissue the DS 260 fee bill, or reactivate the online request. Pay the fee and the case should be back on track. I would not receooemd that you send anything prior to payment of the fees. Good luck
