Employee rights

My boss had an abusive behavior toward me that caused me mental anguish.i reported hr but he denied all and i had no witness.he retaliated and put two write up in my folder.if psychiatric recognize that mrntal anguish happened because of hostile environmebt,can i sue department?i work for health department.
