In most states, there are specific rules of ethics/professional responsibility that state how an attorney can withdraw from a case. At advanced stages of litigation, this usually requires approval by court order, upon a formal written motion to withdraw. If your attorney cites a reason allowed under the rules, and the court approves, there is nothing you can do to prevent the attorney from withdrawing. In light of the impending foreclosure, be sure you and your attorney clarify the status of representation asap. You will probably not want to tackle a foreclosure process by yourself.

It is unclear what the status of your case is from the information in your posting. Was a lawsuit filed by the attorney? If so, what court, as court's vary on the rules for withdrawing. If not, do you have time to find another counsel, so that you don't miss on filing within the statute of limitations period? If your house is about to be foreclosed, why and what outcome were you expecting from a lawsuit or did you hire a bankruptcy lawyer to file a BK petition?

If your lawyer is seeking to withdraw and hasn't done anything in 9 months, perhaps you should seek another lawyer to step up and do what needs to be done immediately. Your present lawyer cannot quit if it would prejudice you but it seems as though your lawyer isn't of much use to you. good luck
