The question came up with some friends that it could be illegal to send a prank envelope with glitter in it, the purpose being for it to get all over the recipient. Could this potentially have legal ramifications?

The sender could be held responsible for any foreseeable consequences of such a prank (as is the case with all pranks, which is why they are best left to juveniles and fake-reality TV entertainment).
