My license was suspended for unpaid tickets. The fines went to a bill collector.

I have paid the tickets in full plus bill collectors costs. This has been 30 days ago. He will not return my phone calls or answer the phone. I have contacted the municipal court and the State DMV but they were no help. How long can he legally hold the money before passing it to the municipal court? How can I speed the process along.

You might consider showing proof of your payment. If it has been this long, you would be able to show the cashing of a personal check, or money order. Extremely easy to track either one. Couple that with documentation from the court clerk's office that the "payee" is the collection agency to which you made payment, and the amount that they show owing. Also, that court will have a long line of dealings with the collection agency. They can confirm payment also. The Kansas Department of Revenue, Division of Vehicles - Driver Control Office, can request the court to confirm the information - upon your request to them (or have the court verify the information to KDR). You may verify the status of your driving privileges on the KDR website at www.ksrevenue.org, or call their customer service telephone number of (785) 296-3671. Rattle the cages when necessary.

Call everyone. Call the district attorney. Call the city. Call the court.

I am guessing that not many KS attorneys will respond to this issue because it is a post conviction issue that probably cannot be fixed by an attorney any better than you just trying to show proof of payment. It is not unusual for items in collections to be delayed because of the layers/middlemen. I have seen situations where collections goes through the state tax board, and that can take months for the information to get back to the court.
