How can i correct my mother name and her date of birth on my birth certificate? What documents i will need to correct it?

I was born in wisconsin since 1990 and i have in correct mother name and her date of birth on my birth certificate . The incorrect my mother name is iftikar mohammad zaal, but the correct name should be iftikar zaal mahmood, also her date of birth is incorrect on my birth certificate which is 8/10/1968, but the correct date of birth should be 10/8/1968. I have sent the court order to amend birth certificate to wisconsin court along with my birth certificate and a certified translation of my mother birth certificate because she lives out side USA, but the judge denied it because he has determined that my mother name is a legal name change and not an error and he has determined that the month in her date of birth was so far.
