Petitioner must serve his or her PDD within 60 days of filing the petition. The Respondent must serve his or her PDD within 60 days of filing the response. Family Code Section 2104. For failure to comply look at Family Code Section 2107.

Pursuant to California Family Code Section 2014, the Petitioner shall file their FL-141 (Preliminary Declration of Disclosure) within 60 days of filing the petition. The respondent shall file their Fl-141, within 60 days of filing their response. Your refusal to do so could result in sanctions under section 2107. In addition, you have to file your FINAL declaration of disclosure within 45 days prior to the trial date. However, the parties have the right to waive the final declarations.
