I'm a j1 visa holder with 3 month remaining to end, but i want to stay bit longer legally in the US. (2 years rule does not apply) can you give me some legal advice what kind options i have? visa processing should start how many month before visa expiration? What is the percentage of get approved?

As to change of status, you said nothing to provide us with the information necessary to suggest options. Talk to an immigration lawyer about it. As to the extension of J1, you need to talk to the institution who issued DS 2019 for you.
I cannot give legal advice without knowing more about your case. What I can tell you is that it is possible to change or extend status with a form I-539. Processing times and approval percentages will vary depending on a variety of things including the type of visa you wish to obtain.
