I am the custodial. Can unadjudicated arrears dismissed by non-custodial?

They said, there's a lot of circumstances and factors to dismiss the unadjudicated arrears from CSEA. What can be the factor of dismissing the arrears in terms of jurisdiction over the parties. All parties do not reside in the State where CSEA in that state is collecting support and unadjudicated arrearages.
