I have my approved I797 of h1 filed(h1 filed is NOT under consular process).I did not use the h1 and Due to some reasons I left the country and came on h4 . Current status is h4.can I transfer my h1 to another employer though I never used my h1 with the current employer?

Nope. Not even a scant chance for that, since USCIS must have long ago revoked that "unused" H-1B visa number and restored it to the "pool" of available H-1B visas.

You should contact your prospective employer's immigration attorney to assess your case for a possible change of status from the H-4 to the H-1B based on a prior H-1B approval.

Logic dictates that if one's UNUSED H1 visa was not used it has been cancelled, therefore you cannot REVIVE what was not VALID.
