My significant other was pulled over officer said it was for inproper passing we then explained that it was the car in front of us.. There was no car behind us at the time of stop so not sure how he came to that conclusion. He said he would check the tape and demanded license it came back suspended he we asked what tape had concluded he said he would explain after he gave ticket for driving with suspended license after giving the ticket he refused to speak about his findings on the tape. And never sited us or anyone with improper passing. Is this unlawfully being pulled over should the ticket be issued if there was no reason for traffic stop in the first place?

If the officer had reasonable suspicion he can pull you over. A mistake such as this would be unlikely to defeat the clear violation of driving with a suspended license. That's a risk he chose to take.
