Is there such as thing as "employment based green card sponsorship quota" for a company?

I am aware of H1B quota as such but never heard of a green card sponsorship quota, is there anything like that? A company recently told a friend of mine that they have reached their green card sponsorship quota, does that mean anything or did they perhaps confuse it with H1B sponsorship quota because the two things were being discussed together?

Certain companies have a policy as to the process of employment-based cases on behalf of their foreign employees. These policies may include the number of individuals that may be sponsored at any given time and whether the cases will be presented as EB-2 or EB-3.

Companies cannot file or sponsor an unlimited number of EB petitions if they do not have the financial situation to support it. If the company has filed multiple petitions, it will be difficult to show ability to pay depending on the size and revenues.
