Couple got married one year ago, no kids/no property involved, US citizen husband filed I-130+I485 together and still pending more than 9-months. Husband is sexually incompetent. Is this a ground for WAVA for wife?????????? can she convert I-130+I485 to I-360?

In order to qualify for a VAWA petition as a battered or abused spouse, certain criteria must be met. I would strongly suggest you consult with an immigration attorney to give into more details your reasons for seeking a VAWA application.

I assume you mean he is impotent. Impotence as abuse is a bit of a stretch. Are there other factors such as mental/emotional abuse? You should really consult one on one but based on what I'm reading it doesn't seem to be a VAWA type case. Impotence is more of an incapacity or illness than abuse.

I agree with the prior comments of the other attorneys--contact a good immigration attorney. I will also add it may be a good idea to consult with a good divorce attorney, if the wife wants to discuss her rights, duties and obligations. Good luck with this family matter.
